You could also wrap the lip of the balloon up, again figure out what feels best for you and the specific balloon tie tool you have. You may have to try this several times to determine which way feels most comfortable to you. But once you get the hang of it you will just do it without thinking about it.

Tying A Balloon And Ribbon With Balloon Tie Tool
What if you need to tie a balloon and a ribbon at the same time, can you still use a balloon tying tool? Yes, you can use a balloon tie tool to tie a balloon and ribbon simultaneously. The steps are very similar to tying a balloon using a balloon tie tool without a ribbon, the only difference is when holding the balloon with your thumb you will want to also be holding a ribbon. Then walk through the steps the same, stretching the neck of the balloon around the balloon tie tool. When you get to the step where you flip the lip of the balloon under the stretched out neck, you will also want to include the ribbon. Pull the ribbon through and pull the balloon off the balloon tie tool.
